The Environmental Protection Bureau used to be the second section of the Public Health Bureau of Penghu County. With more and more people aware of the importance of environmental protection and increasing workloads, the section was expanded to become the Environmental Protection Bureau according to the order given by the late County Magistrate Wang Cian-tong. The Bureau was officially established on January 1 st , 1991 and the then secretary of the County Government , Mr. Sie Ruei-man became the director-general of the Bureau. Originally, the Bureau used the auditorium on the 1 st floor the Public Health Bureau as the office and used the old office of “Friends of Soldiers” as the laboratory. In 1994, the County Government built a new administration building and the Bureau was moved to the current address.
Ever since its establishment, everyone in the Bureau have worked hard, under the leadership of Director-general Sie, to protect the environment in Penghu . It is our tasks to prevent public nuisance and protect the environment for a sustainable future for our future generation. Our objectives are to enhance public health, improve the living environment and increase our living quality.
Organizational Charter
The charter was enacted according to Item 1, Article 8 of the “ Self-government Ordinances and Regulations of Penghus County Government” for the needs of the Bureau. The charter stipulates the authority, number of staff, functions and responsibilities of its units and organization of the Bureau. The charter consist of 10 articles, which mainly deal with the following:
1.Article 1 identifies the legal basis for the charter. 2.Article 2 stipulates the appointment and responsibilities of the director-general. 3.Article 3 to Article 6 stipulate the responsibilities of subordinate units of the Bureau and job titles of the staff. 4.Article 7 stipulates official classes and number of officials in the Bureau with a listing of officials. 5.Article 8 stipulates how the director-general shall apply for leaves, resignation and the appointment of acting director-general. 6.Article 9 specifies the division of labor and chain of responsibility in the Bureau as well as the procedures to approve the chain of responsibility. 7.Article 10 states the date on which the charter was enacted.
